In order to accelerate the elimination of high energy consumption and backward electromechanical equipment (products), deepen the work of industrial energy conservation and emission reduction, and promote industrial transformation and upgrading, in April last year, the Ministry of Industry and Information Technology formulated the "Catalogue for the Elimination of High Energy Consumption and Backward Electromechanical Equipment (Products) (the second batch)" document, and announced that from October 1, 2012, the production of three-phase motors that do not meet the three-level performance indicators specified in the current standards was prohibited. As a kind of motor with three-level energy efficiency index, Y series motor has become the object of new industrial policy adjustment.

Subsequently, the Fujian Provincial Government issued the Notice of the People's Government of Fujian Province on Accelerating the Development Measures of the East Fujian Electric Machinery Industry Cluster, which brought spring breeze to the East Fujian Electric Machinery Industry Cluster with Fu'an Electric Machinery as the center. At the same time, the Ministry of Industry and Information Technology announced the elimination of Y series three-phase asynchronous motors, which also brought opportunities and challenges to Fu'an Electric Machinery.

Fu'an electromechanical industry faces opportunities and challenges

Fu'an, a new industrial city in the northeast wing of the economic zone on the west side of the Strait, is a nationally famous electric motor city, one of the three major civilian ship repair and building bases in China, and the second largest tea production county in China. Electrical machinery and appliances are the leading industry of Fu'an. After more than half a century of development, Fu'an people have created the world famous "China's capital of small and medium-sized motors", "China's export base of small and medium-sized motors", and "China's production/export base of massage and health care appliances", ranking among the top 100 industrial clusters in China, Fujian's key cultivation industrial clusters, and Ningde's key pillar industries. Strong industrial cluster foundation and advantages enable Fu'an to play an important role in the construction of the economic zone on the west side of the Taiwan Strait.

At present, Fu'an has more than 1000 motor and electrical appliances and supporting enterprises, 14 group companies, 5 enterprises with an output value of more than 1 billion yuan, 16 enterprises with an output value of more than 500 million yuan, 65 enterprises with an output value of more than 100 million yuan, and more than 100000 employees. The whole industry has five trademarks, including "Tiger", "Anbo", "Yanan", "Yinjia" and "Yinxiang", 25 provincial trademarks and 41 provincial products. Two companies became product enterprises, one company became product export inspection free enterprise, and five enterprises were listed as United Nations procurement suppliers. In 2011, the export delivery value of the whole industry exceeded 6 billion yuan, and the self operated export exceeded 600 million dollars.

Affected by the international financial crisis, Fu'an City, Fujian Province's electrical machinery industry, which is mainly export-oriented, has been greatly impacted. Problems such as sluggish demand, declining orders and difficult capital turnover have inhibited the development of Fu'an Electric Machinery and Electric Appliance Industry. At the same time, the "technical weaknesses" in the development of Fu'an electric machinery industry have gradually emerged. General products account for a large proportion. The homogenization of products produced by enterprises is relatively serious. The content of high-tech is limited, and the ability to cope with external competition is insufficient, which is generally at the domestic middle level.

It is reported that at present, more than 100 enterprises in Fu'an have produced Y series three-phase asynchronous motors, and the output value accounts for nearly 16% of the total output value of the city's motor and electrical industry. In the face of today's fierce competitive environment, it is extremely urgent for Fu'an Electric to increase the added value of its products and promote industrial upgrading.

Faced with the pressure of upgrading the motor industry, Fujian Provincial Party Committee and the provincial government place high hopes on the development of Fu'an motor and electrical industry. On March 8 last year, Zhang Zhinan, member of the Standing Committee of Fujian Provincial Party Committee and vice governor of Fujian Province, after inspecting six electrical and motor enterprises in Fu'an, proposed that "the electrical and motor industry in eastern Fujian should move towards the goal of 100 billion yuan industrial cluster". On May 15 last year, the Fujian Provincial Government officially issued the Notice on Measures to Accelerate the Development of a Hundred Billion Yuan Industrial Cluster of Electrical and Mechanical Equipment in East Fujian (hereinafter referred to as the Notice), which includes formulating and improving industrial development plans, implementing supporting policies for land, supporting leading enterprises to become bigger and stronger, supporting enterprise technological transformation, encouraging enterprises to create brands, increasing financial support for enterprises, supporting enterprises to expand markets, and supporting the construction of service platforms A series of preferential policies for the development of the electrical machinery industry have been "tailored" from nine aspects, including strengthening employment services.

Quality supervision department serves 100 billion yuan industrial cluster

How to solve the transformation and upgrading problem of Y series motor? The quality supervision department of Ningde City carried out a series of service measures to promote the transformation and upgrading of motors. In view of the problem that most of the original Y series manufacturers are unable to develop new products and make new tooling molds independently, the Fu'an Municipal Government was encouraged to organize a seminar on the establishment of the Fu'an Motor Parts Processing Center, analyze the problems that may arise from the establishment of the processing center, and lay a foundation for the establishment of the parts processing center in the next step. Second, lead the formulation of new bid; Before the new series of product standards and industry standards came out, Ningde and Fu'an two level quality supervision departments carried out the formulation of the new series of motor alliance standards, convened the motor representative enterprises to discuss, and now the standard draft of Technical Conditions for YE2 Series (IP55) High Efficiency Three phase Asynchronous Motors (frame numbers 80~355) has been formed. Red card warning will be given to the enterprises whose qualification rate is less than 60% in the supervision spot check, provincial supervision spot check and special spot check, and yellow card warning will be given to the enterprises whose qualification rate is less than 70% and more than 60%; Further mobilize motor manufacturers that should have obtained 3C compulsory certification to apply for certification. For motor manufacturers that have not yet obtained 3C certification, issue a notice of rectification order, severely crack down on motor manufacturers that produce and sell illegally, and maintain market order.
